Issue: Debug log file may include extraneous Rule-Service-File errors

Symptom

During product development, a Rule-Service-File rule named testpackage.Data.filetest was added to V4.1 for in-house testing.  

This rule was not removed, but was blocked in a higher version, so it does not affect any rule resolution.   However, if you enable Service.File logging in the log4j.xml file for debugging, the log file will include numerous errors reporting that this instance is missing a clipboard page name.  

As a test instance, the rule specified no clipboard page name in the form.

Workaround

You can ignore the errors this rule produces in the log file.  Developers who enable debugging should be aware, that these errors will be logged, and that the log file size will grow accordingly
