Email listeners process only those messages that have not yet been retrieved, or read. If an email listener cannot process an email message because something is wrong with it — the message is invalid in some way — the listener marks the message as "seen." That way the listener doesn't waste time trying to process an invalid message again the next time it checks the inbox.
However, the POP3 protocol does not support the "seen" attribute. For this reason, as a best practice, configure email servers to use the IMAP protocol whenever you can, as IMAP supports the "seen" attribute.
