Create a Declare Pages rule by selecting

from the
Technical
category.
A Declare Pages rule has a single key part, a page name:

You can't use the reserved names such as

Because Declare page names are unique site-wide, you can't use the Save As toolbar operation to copy a Declare Pages rule — even into a different RuleSet — unless you change the Page Name value.

TFFF Rule resolution does not apply to Declare Pages rules. Choose a name that is unique system-wide. You can create multiple declare pages with the same name in separate versions of one RuleSet.
