Back Forward Pegarules.xml file

OldThe pegarules.xml file, which supports version 3 and version 4 PRPC systems, is not used with Version 5 or later. This file is obsolete.

The prconfig.xml file serves a similar function in Version 5 and Version 6, with Dynamic System Settings assuming much of this functionality in version 6.2.
