A user form is an HTML form, defined by a harness, that supports application users as they enter, review, update, and resolve cases.
Developers define user forms through harnesses (Rule-HTML-Harness rule type) and sections (Rule-HTML-Section rule type).
At runtime, PRPC converts these rules into sophisticated HTML forms for users to enter, update, review, navigate through, and perform assignments.
These sophisticated forms support the initial creation, update, and review of simple cases and subcases.
Most standard harness forms incorporate one of these words in the Purpose key part:

Business processing management applications that use flows and work items, but do not use harnesses for user interaction, are informally known as headless applications.
Some materials use the term work item form rather than user form.
