Do not capitalize. Do not write flow rule.

A flow contains the processing instructions that define and drive a business process. Use flow when referring to the rule itself, its technical functionality, or its appearance when displayed in controls, such as a list of flows in a drop-down list, SmartPrompt, Explorers, etc.

A flow governs how work items are created.
