The problem you describe can occur in Tomcat installations when a different JVM is installed in an existing Process Commander server node.

Resolution

In JVM 1.4.2, the solution involves two steps:

1. Copy the xalan.jar file from the installation's Tomcat. WEB-INF\lib directory into the Tomcat. common\endorsed directory. 
2. Stop and restart the server.
