Use Blocked availability to remove rules in a locked version that are no longer needed

A developer asks:

I have a locked RuleSet version that contains a rule that I no longer want to ever execution.  

What's the recommended way to delete this rule without unlocking the RuleSet Version?  Do I make a new, empty, rule with availability set it to Blocked? 

If the answer is yes, use Blocked, then will the blocked rules be excluded when I do a skim?

Yes, create a new empty rule with availability set to Blocked.  The blocked rule will be excluded when you do a Skim.
