What causes text returned by Control Regions to be incorrect on Windows Vista machines?

Text returned from a Control Region will be incorrect when you use the default Windows Vista desktop theme (Windows Vista).

To avoid this problem, use a Windows Vista desktop theme other than the default theme, such as Windows Classic.
