A delegated rule is one that appears for a specific group of users so that they may manage these rules outside the development environment. Delegated rules appear in the Private Explorer and in My Favorites in your profile menu. For a single user or for all the users who are associated with a specific access group, these rules appear in Delegated Rules area of the Manager portal, or in the My Business Rules tab on the pyCaseManager portal.
The links to delegated rules are referred to as favorites. These links provide quick access to the rules.
An application user who has the PegaRULES:WorkMgr4 access role can update the leftmost tab of existing rules that may change frequently.

Delegation of a rule to a user doesn't eliminate the need for that user to hold an appropriate access role and privileges to check out the rule, modify the rule, and check it back in.
For flexibility, place rules that are likely to be delegated in an explicitly designated RuleSet with a single version 01-01-01. This RuleSet Version can remain unlocked in production, in contrast to the other rules in the application, which typically belong to locked RuleSet versions.
