Association application rules access configuration

Pega Smart Dispute for Issuers is configured with application rule SmartDisputeIssuerAll. It includes the following sample dispute operators and access groups that provide access to all of the Credit and Debit association and scheme layers (Visa, Master Card, Amex, Maestro, ATM, and ACH).
