NBA_AllIssues_AllGroups Strategy

This is similar to a group-level strategy, but with no action import and without the all issue and group processing (which is this strategy). In this strategy the proposition filters contain only default conditions.

The Proposition Filter shapes referenced in this strategy are generated from the Eligibility, Applicability and Suitability rules defined in the Next-Best-Action Designer under the Engagement policy for all groups. If no such Engagement policy is defined, then the proposition filters will pass all actions.

The extension point sub-strategy for this strategy is named NBA_AllIssues_AllGroups_Ext.
